Star trek: Klingon/Romulan war(part 1)

On stardate 65615.09562841547 the Federation is in danger of being sucked into the near Klingon/Romulan war. Both the Klingons and the Romulans request the support of the Federation in the near war but it is hard to pick who as if they choose 1 they lose a ally and if they choose neither they lost both allies. The Romulans have stronger ships but the Klingons are more in number. They Federation has left the choice to the Federation's best Admiral/Diplomat Admiral Jean-Luc Picard on board the Federation flagship the U.S.S Enterprise F.

Admiral Picard: Helm how long untill we reach the rondevou point
Lieutenant Archer: 33 minutes....11 if we switch to warp 6
Admiral Picard: Make it so
Captain Janeway: so Admiral who do you plan on picking the klingons or Romulans?
Admiral Picard: I am not sure i will hear both of there case for why we should choose them (10 minutes later) helm take us out of warp
Lieutenant Archer: Eye sir
Lieutenant Commander Tuvok: Admiral, Captain the Klingon or Romulan vessel are not here
Captain Janeway: They are here Tuvok i can feel it
Lieutenant Archer: A Romulan warbird is decloaking, Now a klingon warship is decloaking....We are being hailed by both ships
Admiral Picard: Transfer it to my ready room, Captain would you join me(Enters ready room) Activate viewer
Chanceller Martok: Greetings Admiral glad to see you
Praetor Hiren: Greetings to you Admiral Picard
Admiral Picard: Greeting Praetor Hiren of the Romulans and Chanceller Martok of the Klingons we are ready to beam you aboard so you can state your case.
Chanceller Marok: Very well beam me aboard
Praetor Hiren: Beam me aboard as well

(Didn't the Klingons make a peace treaty with the romulans and send them thier technology at some point?)

Yeah. The Klingons sent the Romulans battlecruisers in exchange for cloaking technology.

Yes, that was it, there was a TOS episaose where kirk was acting strange and he got made into Romulan form and stole the cloaking device

And the romulans had a Klingon K'Tinga class battleship
